Shouts are useless aside from Marked for Death, Force, Ice Form, and Elemental Fury. Storm Call and Odahviing take too long to cool down. Even when you're at high level, a lot of the enemies you'll face are still level 30. Even the generic deathlords are usually level 30 (not the boss ones though).
